Register of Wills for Howard County

The Register of Wills is responsible for appointing personal representatives to administer decedents’ estates and for overseeing the proper and timely administration of these proceedings. We also perform the following duties: assist and advise the public in the preparation of all required forms; maintain and preserve the permanent record of all proceedings; serve as the Clerk to the Orphans’ Court; track estates and refer delinquent matters to the Court; determine and collect inheritance taxes and probate fees/court costs; audit accounts of personal representatives and guardians; mail various notices and court orders to interested persons; and, verify compliance with court orders. As a service, we provide safekeeping for wills of living persons.

Crimes Against Seniors and Vulnerable Adults

Elder abuse is underreported nationwide and in Montgomery County—a May 2011 study found that only 1 in every 24 cases of physical abuse or neglect involving a senior was reported.

The same study found that only 1 out of every 44 cases of financial exploitation was reported.

Between 2-5 million older Americans experienced abuse over one year, and many experienced it in multiple forms.

In 2013, 29% of those over 65 have a disability.

Between 2010 and 2040, the Montgomery County senior population is projected to grow from 119, 770 to 254,530 a growth of 113%.

In recognition of this changing demographic, we created the Crimes Against Seniors and Vulnerable Adults Unit in the State’s Attorney’s Office to aggressively prosecute crimes against seniors, and to protect vulnerable members of our community.

The Office of Consumer Protection (OCP) is the agency responsible for enforcing the County’s consumer protection laws which prohibit unfair and deceptive business acts in order to ensure a fair marketplace for consumers and businesses. Since being established as an office in 1971, we’ve been nationally recognized for the way we protect consumers and are proud of the services that we provide to the Montgomery County area. The OCP:

  • investigates and resolves consumer complaints;
  • mediates business-to-business disputes;
  • engages in consumer education and outreach;
  • regulates and licenses certain industries: auto repair, towing, appliance and consumer electronics repair, secondhand personal property dealers, commercial parking lots, new home builders and sellers; and
  • administers several County programs: Domestic Worker Law, Patient Advocate, and Public Election Fund Liaison.

Maryland Unclaimed Property’s top priority is reuniting Marylanders with their lost or misplaced property. The Comptroller’s Office tries to locate the rightful owners of stocks, bonds, savings accounts, security deposits, contents of safe deposit boxes, insurance proceeds and other valuables which are reported to us as unclaimed by banks and other financial institutions after three years. Real property (land) is not included.

Over the years, we have reunited over $1 billion in cash and items to their rightful owners.

The owners/companies or their legitimate heirs can claim the funds at any time. There is no statute of limitations. You can search our records online free of charge.
